Chinese Hegemony Warrants A Worldwide Boycott



China is engaged in most aggressive hostilities against Bharat in economic as well as military arenas. Yet we have been economically empowering the Chinese economy by purchasing Chinese products, worth more than 4-5 lakh crores a year, leading to unabated industrial closures, large scale unemployment and wide trade deficit for the country, ranging between $45 to $52 billion a year in last 3 years, the highest and 45% of the country’s total deficit. In the bilateral trade of $71 billion last year, China has exported goods worth of $58.33 billion to us, and imported goods worth mere $11.76 billion. Consequently, due to wide trade gap, the value of Rupee has sharply declined by 30% in 6 years, from Rs 50 in 2011 to Rs 65 per dollar now. Besides more than 300 industry verticals, 200 industry clusters and 3 lac small and medium scale units are facing  imminent closure, whereby more than a crore persons may be rendered jobless either directly or indirectly. All types of large and small scale industries ranging from cycle, cycle parts, furniture, stationary, toys, glass, plastics, LED bulbs to electricals, electronics, computer hardware, solar panels, telecom, radical tyres, machine tools, steel, textile, leather wears, pharma, agrochemicals and so on have been turning sick, one after the other, as a result of trade war being waged by China, aimed at deindustrialization of one sector after the other and one industry cluster after the other. 

China first targets a sector to lead closures by cheap dumping and then raises price to exploit us. For instance, after causing closure of several bulk drug and Active Pharma Ingredient units, now China is exploiting India in several industry verticals. It has doubled the price of Amoxicillin in a year and raised the price of Folic Acid 11 times from Rs. 4,500 per kg to Rs. 50,000 per kg in 2016. India has been adding value to Chinese brands, for instance more than 50% smart phones being sold in India are Chinese and several Chinese brands have gained international repute solely from the patronage of Indian buyers. In March 2017, Indian buyers have contributed 73% of total international sale of Vivo brand of Chinese smart phone, 67% for Xiomi, 48% for Oppo, 42% for Lenovo, 25% for Gionee and so on. In the computers, the largest selling P.C. is the Chinese Lenovo, and its cheap dumping in the last 5 years has led to the closure of both the computer hardware manufacturing units of India viz. the Zenith and Wipro. Today, more than 80 percent of the solar panels and allied equipments being imported are Chinese, almost rendering the domestic equipment manufacturers sick. The import surge from cheap dumping by China has been causing severe industrial sickness and closures, leading to huge non-performing assets (NPAs) for banks. The cost-of-production of solar panels in China is $0.51 per kw, while they are dumping them at a price of $0.40 per kw, solely to cause closure of Indian units. The US had to impose 238% antidumping duty on Chinese panels to save its industry. India too may impose all three types of protective duties on cheap Chinese dumpings. The three kinds of duties are the safeguard duty (to save and safeguard domestic industry), the countervailing duty (to offset the Chinese subsidies) and antidumping duty (to prevent dumping at below the domestic costs and prices). 

China has acquired 22% share in world manufacturing, even pushing the US at number 2 with mere 17.6% share in world manufacturing, where as India has only 2.1% share in world manufacturing. By importing Chinese goods worth Rs. 4 lac crores on record and a little less than this of the record or by under-invoicing. So, we are empowering a formidable enemy like China, by adding Rs. 6-7 lac crores per annum into their GDP or manufacturing,  by importing and buying their goods. China is already five times larger economy than Indian economy, with a ten fold higher contribution in the world manufacturing our growing imports and buying of Chinese economy would create even bigger gap. A comparison of some economic indicators is worth mention and is being given in table 1.

Chinese hostilities are perpetuating ever since the installation of communist regime in 1949 and it has attacked in 1962 and forcibly grabbed 38,000 square kilometer area of in India Aksai China, approximately equivalent to the area of Switzerland, having an area of 41,000 square kilometer. Now, it has been relentlessly committing boarder violations ranging between 150-400 in a year, atrociously terrorizing our citizens residing in the boarder areas, obstructing our entry into prestigious international fora like the Nuclear Suppliers Group and the United Nations Security Council (UNSC) and vetoeing our anti-terror proposals in the UNSC. 

China has seven times vetoed against India’s proposal to get Maulana Masood Azhar declared as an international terrorist, the most dreaded LeT terrorist released after Kandhar plane hijack and who had established Jaish-E-Mohammed, another terrorist outfit. It has also vetoed India’s proposal in the UNSC brought against Jammat-ud dava on 3 occasions, once in case Al- Akhatar Trust once each in cases of Abdur Rahman Makki, Azam Chima, Hizbul Mujahuddin and Salauddin. In these one dozen vetoes no Chinese interest was involved, except to inflict insult and humiliate India. Recently in this June, China has even begun constructing a road from Doklam in Bhutan (inspite of fierce Bhutani resistance and India’s oppositions), to illegally pass through Sikkim and for upto Siliguri, from where it can pose threaten to the chicken’s neck, connecting the North-East with the rest of India. It has even, forcibly dismantled two bunkers of Indian army in Sikkim by bulldozers, and our army had to forcibly evict the Chinese security forces, last month. Moreover, by increasingly buying Chinese goods, we are profusely contributing to the Chinese exchequer, more than what China is spending to create hostilities on Indian boarder. On a turnover of around 6 lakh crores (4lakh crore on record and 2 lakh crore unaccounted) the revenue contribution to Chinese exchequer from over purchases comes to around Rs. 72,000 crore, if we presume a flat 12% Tax-GDP ratio on Chinese goods. Already, China is much farther in defence preparedness with 2 fifth generation stealth fighter aircrafts in its arsenal, while we are still working on non-stealth 3rd generation fighter and straggling to buy 4th generation Rafale and aspiring to assemble another non-stealth fourth generation fighter F-16. Stealth fighters are those which can evade radar. A comparision of the armed forces of the two is worth mention here, and is being given in table 2.

The Chinese had even diverted water from a tributary of Bramputra in retaliation against our surgical strike in Pakistan, expressing solidarity with Pakistan. China has also been developing the “China-Pak Economic Corridor (CPEC)” and the “One Belt One Road (OBOR)” through Pak occupied Indian Territory of Jammu & Kashmir, defying our objection. Once the OBOR, connecting 65 countries through rail, road and maritime routes with Chinese domain over this new silk route, China would emerge as a more formidable neo colonial super power for the world.

 It is worth mention here that Chinese economy at present is in the worst doldrums, after 25 years of relentless growth, wherein the China has itself estimated lowest ever economic growth rate for 2017, almost after 25 years. The International Rating Agency Moody has also downgraded Chinese Credit rating, first time in 28 years. Chinese corporate debt has shooted up to $18 trillion, almost equal to 170% of their GDP and the total debt of the Chinese economy is at $28 trillion, almost equal to 250% of its GDP. At a time, when the US is already going to eliminate, its huge trade deficit of $350 billion with China and on this occasion, if in India we would also boycott Chinese goods, then the Chinese economy is bound to falter. But, if we would continue to bolster the Chinese economy by purchasing Chinese Products and brands, then this formidable enemy of India and of the global mankind, would be difficult to handle and tame. People, worldwide must be encouraged to boycott Chinese goods, through calls on social media, as China is the largest polluting country in the world, causing worse ever human rights violations not only in the China, Tibbet and Hong Kong but, into several other countries across the Asia and Africa. So, India can now well pull the trigger to give a decisive blow for precipitate a crisis in the Chinese economy, by boycott of Chinese goods and inspiring people around the world, to curb the hegemony of this neo colonialising Chinese regime, grabbing vast resources in Africa and elsewhere, and for posing serious threat to the environment, global peace, tranquility and human rights violations across the world.

सांस्कृतिक राष्ट्रवाद एवं वैश्विक परिदृष्य

अपनी साझी सांस्कृतिक विरासत के कारण भारत एक अति प्राचीन सांस्कृतिक राष्ट्र है। विगत दो सहस्त्राब्दियों में बने अनेक पांथिक व भू-राजनैतिक राज्यों के बनने के पूर्व भारत की इस भू-सांस्कृतिक एकता, के वैश्विक व्याप के आज भी अनेक प्रमाण प्रकट हो रहे हैं। लेकिन, आज की भू-राजनीतिक सीमाओं से युक्त भारत की सघन सांस्कृतिक एकतावश निर्विवाद रूप से भारत, भू-सांस्कृतिक दृष्टि से हिन्दू राष्ट्र है। देश की इस अनादिकालीन भू-सांस्कृतिक एकता, सामायिक वैश्विक परिवेश व परिवर्तनों अप्रभावित रहते है वह और भी सघन व प्रखर हो इस दृष्टि से वर्तमान वैश्विक परिदृष्य पर एक दृष्टिपात भी आवश्यक है। इस सम्बन्ध में निम्नांकित परिवर्तन विशेष रूप से विवेचनीय हैः

1. सिविल सोसाईटी की लेटिन अमेरिका से अरब क्षेत्र तक फैली नव वामपंथ की गुलाबी लहर और उसका भारत मे अल्पसंख्यक केन्द्रित बहु संस्कृतिवादी दृष्टिकोण। इन संगठनों का देश में व्याप तेजी से बढ़ा है।
2. अरब क्षेत्र में लोकतंत्र समर्थक आन्दोलन का मध्ययुगीन कट्टरवादी आन्दोलन में परिवर्तन और मुस्लिम ब्रदरहुड सहित वहाँ सक्रिय सभी प्रमुख संगठनों द्वारा खलीफायत को पुनर्जीवित कर समग्र विश्व को नियन्त्रित करने की घोषणाएँ। इन कट्टरवादी संगठनों का भारत सहित यूरोप अमेरिका व अफ्रीका में अपने तंत्रजाल के विस्तार के प्रयत्न
3. अमेरिका व यूरोप के आर्थिक पराभव के साथ चीन के बढ़ते आर्थिक व भू-सामरिक वर्चस्व के साथ, भारत व विश्व के सभी भागों में 100 से अधिक कन्फ्यूशियस केन्द्रों की स्थापना। भारत में जवाहरलाल नेहरू विश्वविद्यालय व वी.आई.टी. सहित कई विश्वविद्यालयों में ऐसे केन्द्र स्थापित हो गये है या स्थापित होने को हैं।
4. विदेशी शिक्षण संस्थाओं द्वारा इतिहास, संस्कृति और ज्ञान-विज्ञान के स्त्रोतों पर नियन्त्रण
5. आर्थिक उदारीकरण के कारण देश का आर्थिक पराभव, प्रौद्योगिकी के सभी क्षेत्रों में परावलम्बन और उद्योग व वाणिज्य के बहुतांश पर विदेशी स्वत्व व नियन्त्रण। उदारीकरण के समय विश्व के सकल घरेलू उत्पाद में भारत का योगदान 3.2 प्रतिशत था जो आज घटकर 2 प्रतिशत (म्गबींदहम तंजम इंेमक दवउपदंस ळक्च्ए ूीपबी ेीवनसक दवज इम बवदनिेमक ूपजी च्च्च्) हो जाने व उससे उभरते आर्थिक संकट देश के राजस्व, शासकीय स्वायत्तता एवं एक सम्प्रभु राष्ट्र के रूप में संचालन की सामथ्र्य प्रभावित हुयी है।
6. बड़ी बहुराष्ट्रीय कम्पनियों द्वारा द्रुत मांग वृद्धि (मेचमबपंससल व ितमंकलउंकम विवक ंदक ूीपजम हववके की मांग वृद्धि) हेतु परिवार में अलगाववाद की प्रेरणा देने वाले सीरियल्स का निर्माण
7. विश्व व्यापार संगठन के बहुपक्षीय समझौतों मुक्त व्यापार समझौतों और मल्टीलेटरल इन्वेस्टमेण्ट गारण्टी एजेन्सी कन्वेन्शन (डप्ळ।) जैसे समझौतों से भारत की संविधान प्रदत्त सम्प्रभुता पर अंकुश और उसके कारण सरकारों की नीति निरूपण एवं कानूनों के विधेयन में स्वायत्तता की समाप्ति।
8. पारम्परिक वामपंथी संगठनों, नव वामपंथी सिविल सोसाइटी आन्दोलन एवं अल्पसंख्यक वादी समूहों का गठजोड़, उनका देश के परिवार संस्था सहित सांस्कृतिक मूल्यों पर आघात।

’’पृथिव्यै समुद्र पर्यन्ताया एक राष्ट्र इति’’ की वेदिक उक्ति 2-3 सहस्त्राब्दि पूर्व, समस्त भूमण्डल पर एक साझी हिन्दु संस्कृति के संवाहक एकात्म राष्ट्र के, अस्तित्व में होने का प्रमाण देती है। उस सांस्कृतिक एकात्मकता से युक्त राष्ट्र में, भिन्न-भिन्न शासन प्रणालियों से युक्त राज्यों का वर्णन भी वेदों में प्रचुरता से आया है। इसका विवेचन भी आगे बिन्दु क्रमांक 1.3 में किया है। कालान्तर में उसी सांस्कृतिक एकात्मकता युक्त राष्ट्र के भारतीय उपमहाद्वीप कहलाने वाले क्षेत्र में सीमित हो जाने के बाद भी इण्डोनेशिया से ईरान तक 7 वीं सदी तक, एक सांस्कृतिक हिन्दू राष्ट्र-जीवन के प्रचलन मे होने के प्रचुर प्रमाण अवशिष्ट हैं।

वैसे भारतीय उपमहाद्वीप की संस्कृति को पाकिस्तान भी समान रूप से मान्यता देता रहा है। कुछ वर्ष पूर्व पाकिस्तान तक ने संस्कृत व्याकरणाचार्य पाणिनी का 2000वां जन्मदिन मनाया था। पाणिनी की अष्टाध्यायी विश्व की उपलब्ध सभी व्याकरणों में प्राचीनतम है। पाणिनी का जन्म भी पाकिस्तान में हुआ था व वहीं उन्होंने अष्ठाध्यायी की रचना की थी। इसलिये पाकिस्तान को पाणिनी ने अपनी सांस्कृतिक विरासत का अंग माना था। भारतीय उपमहाद्वीप के तीनों देशों भारत, पाकिस्तान व बांग्लादेश को आबद्ध करने वाली इस संस्कृति की जड़ें बहुत गहरी है। इस बात को पाकिस्तान की स्थापना के तुरन्त बाद वहां के पुरातत्वीय परामर्शदाता आर.ई.एम. व्हीलर ने ’5000 इयर्स आॅफ पाकिस्तान’ (पाकिस्तान के पांच हजार वर्ष) नामक पुस्तक की रचना कर व्यक्त की थी। 1947 के पूर्व के पाक इतिहास में भी भारतीय संस्कृति का समावेश होना ही है। उस पुस्तक की भूमिका में पाकिस्तान ने तत्कालीन वाणिज्य एवं शिक्षामंत्री फ़ज़लुर्रहमान ने इसे स्वीकारा था।

आज के स्वाधीन भारत में भी, पूर्व में कामरूप (आसाम क्षेत्र) से पश्चिम में द्वारिका तक और उŸार में त्रिविष्टप अर्थात तिब्बत से कन्याकुमारी तक, प्राचीन हिन्दू संस्कृति अपने सघन रूप में विद्यमान है। सांस्कृतिक दृष्टि से भारत के इस, एक सांस्कृतिक राष्ट्र के रूप में संचालित समाज-जीवन पर हाल ही के वैश्विक घटनाक्रम क्या प्रभाव रखते हैं, इस विषय पर इस लेख में संक्षिप्त चर्चा की जा रही हैं। संस्कृति राष्ट्रवाद पर वैश्विक घटनाक्रमों के प्रभाव पर केन्द्रित इस लेख के दूसरे भाग में, इन घटनाक्रमों की चर्चा के पूर्व प्रथम भाग में कुछ उद्धरण इस दृष्टि से उद्धृत किये जाने भी समीचीन हैं जो विश्व में विद्यमान वर्तमान मत-पंथो के जन्म के पूर्व, अति प्राचीन काल से हिन्दू वांग्ड़मय में उद्धृत राष्ट्र की एक अत्यन्त उन्नत संकल्पना का संकेत करते हैं। अतएव प्रस्तुत लेख को निम्न दो भागों में प्रस्तुत किया जा रहा हैः
1. भारतीय हिन्दू वांगमय में राष्ट्र की अवधारणा की प्राचीनता एवं उसकी परिपूर्णता
2. वैश्विक परिदृश्य व भारत में सांस्कृतिक राष्ट्रवाद
3. भारतीय हिन्दू वांगमय में, राष्ट्र की अवधारणा, उसकी प्राचीनता एवं परिपूर्णता

1.1 राष्ट्र की भारतीय अवधारणा
भारत में राष्ट्र की अवधारणा अति प्राचीन है। मानव के सार्वभौम कल्याण की प्रेरणा से एक साझी सांस्कृतिक विरासत के संवाहक के रूप में, तेज व आज से युक्त एक साझे समाज-जीवन को अविरल बनाये रखने के भाव से राष्ट्र की अवधारणा वेदिक काल से ही प्रचलित रही है। यथा:-
भद्रं इच्छन्त ऋषयः स्वर्विदः तपो दीक्षां उपसेदुः अग्रे।
ततो राष्टं बलं ओजश्च जातम्। तदस्मै देवा उपसं नमन्तु ।। (अथर्व. 19/41/1)
‘‘आत्मज्ञानी ऋषियों ने जगत का कल्याण करने की इच्छा से सृष्टि के प्रारम्भ में जो दीक्षा लेकर तप किया, उससे राष्ट्रनिर्माण हुआ, राष्ट्रीय बल और ओज भी प्रकट हुआ। इसलिए सब प्रबुद्धजन इस राष्ट्र के सामने नम्र होकर इसकी सेवा करें।’’
लेकिन राष्ट्र कहलाने की पात्रता के लिये विद्वज्जनों की विचारवान व लोकतांत्रिक सभा/समिति/पंचायतों आदि में सामूहिक निर्णय परम्परा के साथ आत्म रक्षार्थ समुचित बल समाज के संरक्षण व योगक्षेमं में सक्षमता के लिये भी आवश्यक है। यथा यजुर्वेद का मंत्र 22-22
आ ब्रह्मन् ब्राह्मणो ब्रह्मवर्चसी जायतामा राष्ट्रे राजन्यः शरऽइषव्योऽतिव्याधी महारथो जायतां दोग्ध्री धेनुर्वोढानड्वानाषुः सप्तिः पुरन्धिर्योषा जिष्णू रथेष्ठा सभेयो युवास्या यजमानस्य वीरो जायतां, निकामे निकामे नः पर्जन्यो वर्षतु फलवत्योनऽओषधयः पच्यन्तां योगक्षेमो नः कल्पताम्।।
इस सूक्त के अनुसार जन-समूह, जो एक सुनिश्चित भूमिखण्ड में रहता है, संसार में व्याप्त और इसको चलाने वाले परमात्मा अथवा प्रकृति के अस्तित्व को स्वीकार करता है, बुद्धि को प्राथमिकता देता है और विद्वज्जनों का आदर करता है, और जिसके पास अपने देश को बाहरी आक्रमण और आन्तरिक, प्राकृतिक आपत्तियों से बचाने और सभी के योगक्षेम की क्षमता हो, वह एक राष्ट्र है।
उपरोक्त सभी उद्धरणों के अनुसार भारत अनादि काल से एक सांस्कृतिक राष्ट्र रहा है। महाभारत कालीन सभी राजें की संस्कृति राज्य संहिताएँ समान रही है। युधिष्ठिर के राजसूय यज्ञ में समस्त भारत के राज्यों ने एक समेकित राष्ट्र के अंगभूत राज्यों के रूप में भाग लिया है।

1.2 भारत की सांस्कृतिक एकता व उसका परिक्षेत्र
उत्तर में हिमालय से दक्षिण में हिन्द महासागर के बीच के क्षेत्र में पूर्व में इण्डोनेशिया से पश्चिम में ईरान पर्यन्त, भारत की पौराणिक सीमाओं के मध्य एक साझी सांस्कृतिक विरासत के प्रमाण आज भी प्रचुरता से विद्यमान हैं। अतएव सुदीर्घकाल तक, दक्षिण-पूर्व एशिया से ईरान पर्यन्त यह देश एक सांस्कृतिक राष्ट्र के रूप में रहा है।
इसके अनुसार समुद्र के उत्तर और हिमालय के दक्षिण का सारा भू-भाग जिसमें भारत की सन्तति निवास करती है, भारतवर्ष देश हे –
उत्तरं यत् समुद्रस्य हिमाद्रेष्चैव दक्षिणाम्।
वर्ष तत् भारतं नाम भारती यत्र संततिः।।
लगभग उसी समय लिखे गए वायुपुराण में, इस भारत देश के विस्तार तथा लम्बाई-चैड़ाई का भी स्पष्ट उल्लेख है। इसके अनुसार गंगा के स्त्रोत से कन्याकुमारी तक इस देश की लम्बाई एक हजार योजन है –
योजनानां सहस्त्रं द्वीपोऽयं दक्षिणोत्तरम्।
टायतो हि कुमारिक्याद् गंगा प्रभवाच्च यः।।
स्वर्गीय डा. राधाकृष्णन् ने 1965 में गणतन्त्र दिवस के अवसर पर राष्ट्र के नाम प्रसारित अपने भाषण में हिन्दुस्तान नाम के सम्बन्ध में एक श्लोक कहा था, वह निम्नोक्त है –
हिमालयं समारभ्य यावदिन्दू सरोवरम्।
हिन्दुस्थानमिति ख्यातमान्द्यन्ताक्षरयोगतः।।
यह श्लोक कुलार्णव तन्त्र का है। इसके अनुसार हिमालय और इन्दु सरोवर (कन्याकुमारी) नामों के मेल से हिन्दुस्तान नाम बना है।

1.3 पृथ्वी से समुद्र पर्यन्त एक राष्ट्र व उसमें भिन्न-भिन्न शासन प्रणालियों से युक्त राज्य
समस्त भू-मण्डल पर एक समेकित संस्कृति की दृष्टि से ईरान से भी परे यूरोप के लगभग सभी प्राचीन पुरातात्विक उत्खननों मे सूर्य देवता के अवशेषों की प्राप्ति, सिन्धुघाटी सभ्यता की लिपि व चित्रित पशुओं आदि के तत्सम जीवों का लेटिन अमेरिका तक में होने जैसे अनेक प्रमाण, विश्व भर में एक साझी संस्कृति से युक्त एकात्म राष्ट्र की वेदिक उक्ति ‘‘पृथिव्याये समुद्र पर्यन्ताया एक राडतीति’’ जिसका अर्थ है ‘पृथ्वी से समुद्र पर्यन्त यह भूमण्डल एक राष्ट्र को चरितार्थ करती है। राष्ट्र की यह अवधारणा राज्यों की भौगोलिक या भू-राजनैतिक सीमाओं से परे रही है। समान धर्म मर्यादाओं अर्थात् शाश्वत कत्र्तव्यपथ को निर्देशित करने वाले एकात्म संस्कृति से युक्त राष्ट्र के अन्तर्गत विविध शासन प्रणालियों के अनुमामी राज्यों से आवेष्ठित होने पर भी, यह समग्र भू-मण्डल अति प्राचीन काल से एक एकात्म राष्ट्र के रूप में देखा जाता रहा है, यथा
ऊँ स्वस्ति साम्राज्यं भौज्यं स्वाराज्यं वैराज्यं पारमेष्ठ्यं राज्यं माहाराज्यमाधिपत्यमयं संमतपर्यायी
स्यात्सार्वभौमः सार्वायुष आंतादापरार्धात्पृथिव्यै समुद्रपर्यताया एकराडिति।। 3 ।।
तदप्येषः श्लोकोऽभिगीतो। मरूतः परिवेष्टारो मरूŸास्यावसन् गृहे। आविक्षितस्य कामप्रेर्विष्वे देवाः सभासद इति।।4।।
उक्त मन्त्र में एक सार्वभौम राष्ट्र के अन्तर्गत भिन्न-भिन्न भू-राजनेतिक क्षेत्रों में भिन्न-भिन्न शासन प्रणालियों से युक्त राज्यों के सन्दर्भ हैं। इन राज्यों का संक्षिप्त परिचय देना भी यहाँ समीचीन होगा।

उक्त श्लोकान्तर्गत आने वाली शासन प्रणालियाँ:-
ऐतरेय ब्राह्मण की अष्टम पंचिका में विविध शासन-प्रणालियों का विस्तृत वर्णन प्राप्त होता है। साथ ही इनके शासकों के नाम भी दिए गए हैं। यह भी उल्लेख है कि ये प्रणालियाँ कहाँ प्रचलित थी।2 ये प्रणालियाँ हैं –
1. साम्राज्य – इस प्रणाली के शासक को ‘सम्राट्’ कहते थे। यह प्रणाली पूर्व दिशा के राज्यों (मगध, कलिंग, बंग आदि) में प्रचलित थी।3 सम्राट् एकछत्र अधिकारी होता था।
2. भौज्य – इस प्रणाली के शासक को ‘भोज’ कहते थे। यह प्रणाली दक्षिण दिशा के सत्वत् (यादव) राज्यों में प्रचलित थी। अन्धक और वृष्णि यादव-गणराज्य इस श्रेणी में आते हें। इस शासन-प्रणाली में जनहित और लोक-कल्याण की भावना अधिक रहती थी, अतः यह पद्धति अधिक लोकप्रिय हुई।
3. स्वाराज्य – इस प्रणाली के शासक को ‘स्वराट्’ कहते थे। यह प्रणाली पश्चिम दिशा के (सुराष्ट्र, कच्छ, सौवीर आदि) राज्यों में प्रचलित थी। यह स्वराज्य या स्वशासित (ैमस.ितनसपदह) प्रणाली है। राजा स्वतंत्र रूप से शासन करता है।
4. वैराज्य – इस प्रणाली के शासक को ‘विराट्’ कहते थे। यह प्रणाली हिमालय के उत्तरी भाग उत्तर कुरू, उत्तर मद्र आदि राज्यों में प्रचलित थी। यह शासन-प्रणाली जनतंत्रात्मक या संघ शासन-प्रणाली है। इसमें प्रशासन का उत्तरदायित्व व्यक्ति पर न होकर समूह पर होता हैं।
5. पारमेष्ठ्य – इस प्रणाली के शासक को ‘परमेष्ठी’ कहते थे। महाभारत शान्तिपर्व और सभापर्व में इसका विस्तार से वर्णन हुआ है।4 यह गणतंत्र-पद्धति है। इसकी मुख्य विशेषता है – प्रजा में शान्ति-व्यवस्था की स्थापना। इसमें सभी को समान अधिकार प्राप्त होता है। गणमुख्य योग्यता और गुणों के आधार पर होता है।5
6. राज्य – इस प्रणाली में राज्य का उच्चतम शासक ‘राजा’ होता था। यह प्रणाली मध्यदेश में कुरू, पंचाल, उशीनर आदि राज्यों प्रचलित थी। राजा की सहायता के लिए मंत्रियों की परिषद् होती थी। शासनतंत्र के संचालन के लिए विभिन्न अधिकारियों की नियुक्ति होती थी।1
7. महाराज्य – इस प्रणाली के प्रशासक को ‘महाराज’ कहते थे। यह राज्य पद्धति का उच्चतर रूप है। किसी प्रबल शत्रु पर विजय प्राप्त करने पर उसे ‘महाराज’ उपाधि दी जाती थी।
8. आधिपत्य समन्तपर्यायी – इस प्रणाली से प्रशासक को ‘अधिपति’ कहते थे। इस प्रणाली को ‘समन्तपर्यायी’ कहा गया है। वह पड़ौसी जनपदों को अपने वश में कर लेता था तथा उनसे कर वसूल करता था। छान्दोग्य उपनिषद् में इस प्रणाली को श्रेष्ठ बताया है।2
9. सार्वभौम – इस प्रणाली के प्रशासक को ‘एकराट्’ कहते थे। ऐतरेय ब्राह्मण में इसका उल्लेख है।3 यह सारी भूमि का राजा होता था। इस प्रणाली को ‘सार्वभौम प्रभुत्व’ नाम दिया गया है।
10. जनराज्य या जानराज्य – यजुर्वेद, तैत्तिरीय संहिता और शतपथ ब्राह्मण आदि में ‘महते जानराज्याय’ महान् जनराज्य का उल्लेख है।4 इससे ज्ञात होता है कि राजा का अभिषेक ‘जनतंत्रात्मक प्रशासन’ के लिए होता था। इसके प्रशासक को ‘जनराजा’ कहा जाता था। ऋग्वेद में राजा सुदास को विजय दिलाई। इस युद्ध को ‘दाशराज्ञ युद्ध’ कहा जाता है।
11. अधिराज्य – ऋग्वेद और अथर्ववेद में इसका उल्लेख हे।6 इसके प्रशासक को ‘अधिराज’ कहते थे। इस प्रणाली में ‘उग्रं चेत्तरम्’ अर्थात् राजा उग्र और कठोर अनुशासन रखता था। राजा निरंकुशता का रूप ले लेता होगा, अतः यह प्रणाली आगे लुप्त हो गई।
12. विप्रराज्य – ऋग्वेद और अथर्ववेद में विप्रराज्य का वर्णन है।7 इसमें यज्ञ, कर्मकाण्ड पर विशेष बल था। सम्भवतः एकांगी विचारधारा और पाखण्ड के विस्तार के कारण यह प्रणाली आगे नहीं चली।
13. समर्यराज्य – ऋग्वेद में समर्यराज्य का उललेख है।1 समर्य का अर्थ है – सम्-श्रेष्ठ या संपन्न, अर्य-वैश्य। यह धनाढ्यों का राज्य था। इसमें व्यापार में उन्नति, धन-धान्य की समृद्धि और सैन्यशक्ति की वृद्धि का उल्लेख है। संभवतः प्रजा-शोषण के कारण यह पद्धति लोकप्रिय नहीं हुई और लुप्त हो गई।

वेदिक काल में राष्ट्रान्तर्गत चुनावों की परम्परा

वेदिक काल में आज की भाँति चुनाव एवं चुने हुये राष्ट्राधिपति को पदमुक्त किये जाने के भी पर्याप्त सन्दर्भ हैं। भारत में चुनावों की परम्परा अति प्राचीन है। ऋग्वेद के मंत्र क्रमांक 10-173-1 के अनुसार वैदिक युग में भी देश में राष्ट्र के अधिपति के चुनाव होते रहे हैं। इसी मंत्र में इस चुने हुए राष्ट्राधिपति से शासन में स्थायित्व के साथ जनप्रिय बने रहने की अपेक्षा भी की गई है । यथा- ‘आत्वा हर्षिमंतरेधि ध्रुव स्तिष्ठा विचाचलिः विशरत्वा सर्वा वांछतु मात्वधं राष्ट्रमदि भ्रशत्।‘ ऋक 10-174-1 भावार्थ हे राष्ट्र के अधिपति । मैं तुझे चुन कर लाया हूं। तू सभा के अन्दर आ, स्थिरता रख, चंचल मत बन, घबरा मत, तुझे सब प्रजा चाहे। तेरे द्वारा राज्य पतित नहीं होवंे। उक्त मंत्र से यह भी विदित होता है कि राष्ट्राधिपति को संसद जैसी किसी सभा में भी आना पडता था। शायद स्थानीय स्वशासन हेतु भी कोई ;नगरों/ग्रामों या प्रांतो कीेद्ध पंचायतें हुआ करती थी। इनसे भी उस चुने हुए राष्ट्राधिपति का अनुमोदन आवश्यक था, ऐसा प्रतीत होता है और ये पंचायतें शायद राष्ट्रधिपति को हटाने में भी स़क्षम थी। इसके अतिरिक्त राष्ट्रधिपति का चुनाव तो प्रत्यक्ष प्रणाली से होता रहा होगा। ऐसा अथर्ववेद मंे मंत्र क्रमांक 3-4-2 के इन शब्दों कि ‘देश में बसने वाली प्रजाएं तुझे चुनें।‘ से प्रतीत होता है लेकिन ये ग्राम/नगर/प्रादेशिक पंचायतें शायद जनता से न चुनी जाकर विद्वत् परिषदों के रूप में होती रही होगी। ऐसा इस मंत्र के शब्दार्थ से प्रतित होता है। यथा ‘त्वां विशेष वृणता राज्याय त्वामिमाः प्रदिशः पंचदेवीः। वष्मन राष्ट्रस्य कुकदि श्रयस्व ततो व उग्रो विमजा वसूनि।‘ अथर्व 3-4-2 भावार्थ देश में बसने वाली प्रजाएं शासन के लिए तुझको राष्ट्रपति या प्रतिनिधि चुने। ये विद्वानों की बनी हुई उत्तम मार्गदर्शक, दिव्य पंचदेवी (पंचायते) तेरा वरण करें अर्थात् अनुमोदन करें। तत्पश्चात् तू उग्र तेजस्वी व प्रभावशाली दण्ड को न्याय बल के साथ सम्भाल और हमको जीवनोपयोगी धनों एवं अधिकारों का न्यायपूर्वक समान रूप से विभाजन कर।

राष्ट्र का नेतृत्व कैसा हो ? इसका भी निरूपण अथर्व वेद में किया गया है यथा- ‘स्वस्तिदा विषान्पति बृत्र्र्रहा बिमृधो वषी। वर्षेन्द्रः पुर एतु नः सोमपा अभयंकरः।‘ अथर्व 1-21-1ः इसका अर्थ है (प्रजा का या हमारा) कल्याण करने वाले हिंसा या आतंक का निरोध कर सके ऐसा बलवान सोमपा (अर्थात् ब्रह्मज्ञानी, ऐश्वर्ययुक्त, न्यायप्रिय, यज्ञकर्ता, क्षत्र तेज सम्पन्न व प्राण बल का पान करने वाला) शत्रुओं को नष्ट कर प्रजा को अभय प्रदान करने वाला हमारा नेता बने। यानि कि आज देश के विभिन्न भागों यथा – कश्मीर मे जैसा हिंसा का वातारण है पूर्वाेत्तर में जो आतंकवाद व अलगाववाद फैल रहा है, अन्यत्र जो बम विस्फोट आदि से हत्याएं और जो अन्य प्रकार की अराजकता फैल रही है, उससे जनता को अभय दे सके ऐसे नेतृत्व की कामना अथर्व वेद में की गई है। आज कश्मीर और पूर्वोत्तर आदि में जहां जनता आतंक से त्रस्त है या भ्रष्टाचार के विभिन्न घोटालों मे ंजा नेता फंसे हुए है ऐसे नेताओं को निर्मूल करने की भी कामना के संकेत है। यथा-‘यौ नः पूषन्नथो वृको दुःषेव आदि देशाति। अपस्मतं पथो जहि। ऋग्वेद 1-42-2 !! भावार्थ – हे पूषन! प्रभो, यदि पापी व दुखदायी हम पर शासन करे तो उसे हमारे पथ से दूर कर कांटे की भांति उखाड कर फैक दे। इसी प्रकार ऋग्वेद के मंत्र 1-42-3 में परिपंथी, चोर व कुटिल जनों को दूर करने का आग्रह है। इससे यह स्पष्ट होता है आज से सहस्त्राब्दियों पूर्व भी हमारे देश में आज से भी उन्नत लोकतंत्र सुस्थापित था। सभ्यता व लोकतंत्र की उस उदात्त अवस्था के विलोपन के अनेक कारण है। जिनकी चर्चा यहां न कर केवल वर्तमान परिदृश्य का ही विवेचन करना समीचीन होगा ।

2. वैश्विक परिदृश्य व सांस्कृतिक राष्ट्रवाद
इस प्रकार आज की भू-राजनैतिक सीमाओं से युक्त भारत एक साझी सांस्कृतिक विरासत का संवाहक राष्ट्र है, जहाँ समस्त देशवासियों की अनेक सहस्त्राब्दियों की सुख-दुःख, संघर्षों एवं साझे इतिहास की स्मृतियों हैं। यहीं भारत की एकता व एकात्मता का आधार है और इसे एक शाश्वत सांस्कृतिक राष्ट्र या हिन्दू राष्ट्र का स्वरूप प्रदान करता है।
हाल के कुछ वैश्विक घटनाक्रम, भारत की अनादि हिन्दू पराम्पराओं की सांस्कृतिक एकता पर आधारित हिन्दू राष्ट्र की अवधारणा को चुनौति देने के लिये जन मानस खड़ा करने के संकेत कर रहे है। इनमें कुछ प्रमुख निम्न हैंः
2.1 नव वामपंथ की गुलाबी लहर व उसका बहु संस्कृतिवाद
2.2 अरब नव जागरण का कट्टरपंथी आन्दोलन में रूपान्तरण एवं मुस्लिम ब्रदर हुड़ का विश्व के सुन्नी संगठन पर नियन्त्रण की पहल
2.3 विदेशी निवेशकत्र्ता प्रदत्त रोजगार की सांस्कृतिक शर्तें: आर्थिक उदारीकरण के बाद देश में दो तिहाई (2/3) उत्पादन तंत्र में विदेशी निवेश का स्वामित्व स्थापित हो गया है। शीतल पेय से सीमेन्ट व दूर-संचार पर्यन्त विदेशी निवेशकों के वर्चस्व के कारण देश के रोजगार के साधन भी उनके नियन्त्रण में गये हे। अब ऐसी विदेशी कम्पनियों द्वारा ड्रेस कोड आदि के माध्यम से उनकी संस्कृति को बढ़ावा देने की घटनायें भी पर्याप्त रूप से देखने में आ रही है। ड्रेसकोड, आहार आदि के माध्यम से उदाहरणातः कोरिया कम्पनियों यथा सेमसंग, सेमसुई द्वारा महिलाओं के लिए स्कर्ट पहनने की प्राथमिकता जैसे कई उदाहरण है।
2.4 शिक्षा में विदेशी पुंजी का निवेश: विदेशी शिक्षण संस्थाओं के प्रवेश से प्रवेश के फलस्वरूप शिक्षा के माध्यम से सांस्कृतिक राष्ट्रवाद के स्थान पर बहुसंस्कृतिवाद को बढ़ावा देनी का पुरी सम्भावना है।
2.5 देश की सभी प्रमुख बड़ी विज्ञापन एजेन्सियांे के विदेशी कम्पनियों द्वारा अधिग्रहण के बाद संचार माध्यमों पर उनका नियन्त्रण: देश के सभी बड़े विज्ञापन दाता के एकाउन्ट का संचालन बड़ी विदेशी कम्पनियों द्वारा किया जाता है। इन विज्ञापन एजेन्सियों द्वारा योजना पुर्वक परिवार, प्राचीन सांस्कृतिक मान्यताओं आस्थाओं एवं पारम्परिक जीवन मुल्यों पर नियोजित रूप से उपहास उड़ाया जाता है। इससे आम व्यक्ति की देश की सांस्कृतिक परम्पराओं में अनायास ही उत्पन्न होती है।
2.6 विश्व व्यापार संगठन के बहुपक्षीय व एकाधिक पक्षीय समझौते, मुक्त व्यापार समझौते व अन्य समझौते: अमेरिकी आर्थिक संकट व युरो जोन में सार्वजनिक ऋण के संकट के बाद आज चीन विश्व का सबसे बड़ा निर्यातक व वहस्तरीय उत्पादक देश बन गया है, चीन के आर्थिक उत्कृष्ठ के उसके द्वारा विश्व भर के कन्फ्यूशियस केन्द्र स्थापित किये जा रहे हैं। भारत मे भी इन केन्द्रों की स्थापना जारी है। चीन वल्र्ड फोरम के माध्यम मे भारत के सभी नव वामपंथी संगठन एवं चीन की सरकार सक्रिय है। यह नव वामपंथी सिविल सोसाइटी संगठन सांस्कृतिक राष्ट्रवाद के विरूद्ध बहु संस्कृतिवाद को प्रस्थापित करने हेतु शीघ्र ही कन्फ्यूशियस के माध्यम से विशेष समर्थन प्राप्त कर सकते है। इन नव वामपंथी संगठनों का तंत्रजाल मुस्लिम जगत में भी पर्याप्त रूप से फैला हुआ है।
2.7 आर्थिक वैश्वीकरण: आर्थिक वैश्वीकरण के अन्र्तगत आयात उदारीकरण व विदेशी निवेश सम्वर्धन के कारण देश अनेक क्षैत्रों में पिछड़ता जा रहा है।
इन संगठनों के वैश्विक व्याप का ही परिणाम है कि अमरीका में ‘केप्चर वाॅल स्ट्रीट’ से लेकर अरब में नव जागरण की आरम्भिक पहल जो बाद में कट्टरपंथियों के नियन्त्रण में चला गया और भारत में अन्ना आन्दोलन तक अनगिनत अभियान साथ-साथ संचालित कर लिये।

2.1 नव वामपंथ की गुलाबी लहर व उसका बहु संस्कृतिवाद
अस्सी दशक में लेटिन अमेरिका में आरम्भ हुये सिविल सोसाइटी आन्दोलन से चली नव वामपंथ की लहर के अंगभूत भारत के सिविल सोसाइटी आन्दोलन ने अयोध्या के बाबरी ढांचे के ध्वस्त होने के बाद देश में स्वयं को पुनर्गठित करने की नयी पहल की थी। तदुपरान्त अन्ना हजारे को आगे रख कर भ्रष्टाचार के मुद्दे पर देश भर में युवाओं व जागरूक नागरिक समूहों को अपने साथ लेने की व्यापक पहल की है। इसके बाद भी कुछ व्यापक जन संवेदना के मुद्दों पर अपने अन्तर्जाल को घनीभूत करने के उनके प्रयत्न निर्बाधतः जारी है। ये नव वामपंथ की गुलाबी लहर के संघटक सिविल सोसाइटी संगठन भारत में सांस्कृतिक राष्ट्रवाद, देश में अविरल हिन्दू सांस्कृतिक परम्पराओं की विरासत एवं एक एकात्म सांस्कृतिक धारा से विमत रखते है। इसके विपरीत वे भारत को अनेक पंथों के गठजोड़ के रूप में देखते हुये अल्पसंख्यक अहमन्यता के पोषक है। अपने इन्हीं विचारों से इन्ही संगठनों ने सांस्कृतिक राष्ट्रवाद पर आघात करने के उद्देश्य से ही लक्षित हिंसा विधेयक को प्रस्तावित किया था। हिन्दू विवाह अधिनियम में परिवार विभाजनकारी प्रावधानों एवं पारिवारिक सम्बन्धों को विधान नियन्त्रित करने जैसे प्रस्ताव भी इन्हीं संगठनों द्वारा प्रस्तावित किये जाते रहे हैं। ‘‘जम्मू-कश्मीर में 80,000 मुसलमानों का भारतीय सेना द्वारा कत्ल किये जाने’’ जैसे अलगाववादी कथन और गोधरा में 2000 मुस्लिम महिलाओं से सड़कों पर खुले में दुराचार के अलगाव कारी मिथ्या बसानों जैसे असंख्य राष्ट्र विरोधी कार्य ही इन संगठनों की पहचान है। इन संगठनों के राजनीतिक उद्देश्यों व उसकी रीति-नीति को समझने हेतु इनके क्रिया कलापों का निम्नांकित विवेचन यहाँ पठनीय है।

सिविल सोसाइटी: वामपंथ के पुनर्जागरण का साधन अस्सी के दशक में ब्राजील से प्रारम्भ हुये सिविल सोसाइटी संगठनों के लोक-लुभावन आन्दोलनों के पूरे लेटिन अमरीका में फैल जाने के फलस्वरूप, विगत दशक में एक दर्जन लेटिन अमरीकी देशों के 17 चुनावों में वामपंथी सरकारों के लिये सता में आना सम्भव हुआ है।1 अन्य लेटिन अमरीकी देशों में भी क्रान्तिधर्मी कम्यूनिस्ट दलों से भिन्न ‘‘नव वामपंथी सिविल सोसाइटी संगठनों’’ के ऐसे ही लोक-लुभावन आन्दोलनों के माध्यम से वामपंथियों को समाज जीवन की मुख्य धारा में आने का अवसर मिला है। इसके फलस्वरूप आज दो तिहाई लेटिन अमरीकी देशों में एक नव वामपंथ की लहर चल पड़ी है, जिसे सामयिक समालोचक गुलाबी लहर (च्पदा ज्पकम) कह रहे हैं। नब्बे के दशक में चली इस गुलाबी लहर से 1998 में वेनेजुला और 2002 में ब्राजील सहित उŸारवर्ती अवधि में एक दर्जन देशों में बनी वामपंथी सरकारों की सफलता के प्रयोग से पे्ररणा पाकर वामपंथियों ने सिविल सोसाइटी के लोक लुभावन आन्दोलनों और सिविल सोसाइटी के वैश्विक गठजोड़, वल्र्ड सोशल फोरम के माध्यम से यूरोप अमरीका, अफ्रीका व एशिया सहित अरब जगत में ख्अरब में अरब राष्ट्रवाद व नाहदा विरासत (अरब पुनर्जागरण) के नाम से, नव वामपंथ की गुलाबी लहर को सबल बनाने में अपनी पूरी शक्ति लगा दी है।
भारत में सिविल सोसाइटी आन्दोलन: विश्व के अन्य भागों की तरह भारत में भी नव वामपंथ के घटक अनेक सिविल सोसाइटी आन्दोलन देश में कई लोक लुभावन या अल्पसंख्यक वाद के अभियान विगत 20-25 वर्षों से चला रहे हैं। यथा बाबरी ढांचे के ध्वस्त होने के समय बने कई सिविल सोसाइटी संगठनों के गठजोड़ से बने अकेले ‘‘नेशनल एलायन्स आॅफ पीपुल्स मूवमेण्ट’’ (छ।च्ड) जैसे एक सिविल सोसाइटी समूह/आन्दोलन में मेधा पाटकर के ‘नर्मदा बचाओ आन्दोलन’ जैसे 150 सिविल सोसाइटी संगठन घटक के रूप मे सक्रिय हैं और छ।च्ड आज 15 राज्यों में सक्रिय है। इसी प्रकार मूल निवासी वाद, एचआईवी-एड्स, अल्पसंख्यक सुरक्षा, सूचना के अधिकार, भूमि अधिग्रहण, साम्प्रदायिकता आदि अनगिनत मुद्दों पर अनेक आन्दोलन व उनके असंख्य संघटक सिविल सोसाइटी संगठन विगत दो दशकों से सक्रिय हैं।

आदर्श सोसाइटी व 2 जी स्पेक्ट्रम घोटाले पर उभरी जन भावनाओं का उपयोग कर वैश्विक नव वामपंथ के घटक सभी आन्दोलनों व उनके संघटक अनगिनत सिविल सोसाइटी संगठनों ने अपने आन्दोलन को प्रामाणिकता प्रदान करने हेतु अन्ना हजारे को साथ लेकर जन लोकपाल विधेयक पर लक्ष्य सापेक्ष आन्दोलन छेड़कर सिविल सोसाइटी के लिये देश के समाज जीवन में एक अहम स्थान बनाने में आंशिक सफलता भी प्राप्त की है। सिविल सोसाइटी की टीम मे समय से पूर्व फूट व कुछ सदस्यों पर लगे आरोपों की दुर्घटना नहीं घटी होती तो ढाई दशक से छिट पुट चल रहा सिविल सोसाइटी आन्दोलन आज पर्याप्त शक्ति प्राप्त कर चुका होता। देश में सिविल सोसाइटी के अन्ना की आड़ में चलाये जा रहे इस आन्दोलन एवं जन लोकपाल विधेयक पर आगे चर्चा करने के पूर्व एक बार अन्तर्राष्ट्रीय सिविल सोसाइटी द्वारा वल्र्ड सोशल फोरम के गठन एवं वैश्विक नव वामपंथ के परिदृष्य पर यहाँ पहले चर्चा कर लेना उचित होगा।

सिविल सोसाइटी, वल्र्ड सोशल फोरम व नव वामपंथ एवं भारत मे वल्र्ड सोशल फोरम: ब्राजील की ‘लेबर पार्टी’ के नेतृत्व में एवं ब्राजील के पोर्टो एलेग्रे की तत्कालीन लेबर पार्टी की ही स्थानीय सरकार की पहल पर 2001 में विश्व की राष्ट्रीय भू राजनीतिक सीमाओं से परे विश्व भर के पूंजीवाद विरोधी एवं मुक्त चिन्तन के पक्षधर, वामपंथी विचारधारा वाले सिविल सोसाइटी संगठनों को वल्र्ड सोशल फोरम के माध्यम से एक मंच पर लाने का प्रयत्न आरम्भ हुआ था। पोर्टो एलेग्रे में 2001 में 25-30 जनवरी 2001 को हुये वल्र्ड सोशल फोरम के पहले सम्मेलन में 60 देशों से 12,000 प्रतिभागियों ने भाग लिया व 2002 में 31 जनवरी से 5 फरवरी तक हुये दूसरे सम्मेलन में 123 देशों से 60,000 प्रतिभागियों ने भाग लिया था, जहाँ 652 कार्यशालाएँ व 27 बड़े व्याख्यान हुये थे। तीसरा सम्मेलन भी पोर्टो एलेग्रे में ही जनवरी 2003 में सम्पन्न हुआ। इसमें हुयी अनेक कार्यशालाओं के साथ-साथ श्स्पमि ंजिमत बंचपजंसपेउश् पर हुयी कार्यशाला प्रमुख थी, जिसमें गैर पूंजीवादी व गैर-कम्यूनिस्ट (वर्ग संघर्ष, सर्वहारा की अधिनायकता, एक दलीय कम्यूनिस्ट शासन व हिंसक क्रान्ति की कम्यूनिस्ट विचारधारा से वल्र्ड सोशल फोरम कथित रूप से अपने आपको अलग रखते हुये स्वयं को लोकतन्त्र व खुले संवाद का पक्षधर बतला कर गैर कम्यूनिस्ट वामपंथी विकल्प की बात करता है)। इस सम्मेलन का दूसरा प्रमुख आकर्षण अन्तर्राष्ट्रीय वामपंथी विचारक नोम चोम्स्की का मुख्य भाषण था। इस सम्मेलन की सबसे प्रमुख उपलब्धी इसके आहवान पर ‘‘ग्लोबल डे आॅफ एक्शन’’ पर हुयी व्यापक वैश्विक जन भागीदारी थी, जिसमें विश्व के 60 देशों के 700 शहरों में एक साथ 1 करोड़ 20 लाख लोगों के विरोध प्रदर्शन का व्यापक वैश्विक शक्ति प्रदर्शन था। वल्र्ड सोशल फोरम की तीन वर्ष मे ही यह एक बड़ी उपलब्धि थी।

वल्र्ड सोशल फोरम का, मुम्बई में जनवरी 16-21, 2004 में हुआ चैथा सम्मेलन, ब्राजील के बाहर व भारत में पहला सम्मेलन था। इस सम्मेलन के ठीक पूर्व नवम्बर में हुए एशियन सोशल फोरम ने इसको सफल बनाने में भारी योगदान दिया था। इस चतुर्थ वल्र्ड सोशल फोरम मंे 90,000 से अधिक प्रतिभागियों ने भाग लिया था। वल्र्ड सोशल फोरम प्रवर्तित ‘‘वैश्विक नव वामपंथ’’ कहने को तो कट्टर कम्यूनिस्ट दलों से परहेज रखता है, तथापि इसे सफल बनाने के लिये यूरोप व एशिया के 18 कट्टर पूंजीवाद विरोधी वामपंथी दलों ने 5 दिसम्बर 2003 को एक संयुक्त आहवान किया था।

From Asia-Pacific region there were three Marxist-leninist Communist Parties, from India (CPI-ML Liberation, CPI-ML, CPI-ML Red Flag) and two Pakistani organizations (Labour party LPP, and PKMP), the New Left Front (Sri Lanka), the DSP (Democratic Socialist Perspectives) from Australia, two movements from South Korea (Power to the Working Class and All together) and the Filipino parties: the Marxist Leninist party of the Philippines (MLPP), the Philippine Workers’ party (PMP) and the Revolutionary Workers’ Party-Mindanao (RMP-M). The invitation was signed in Europe by the Left Bloc (Portuagal), the United and Alternative left (Cataluna), the Revolutionary Communist League (France), the United and Alternative left (Cataluna), the Revolutionary Communist League (France), the Scottish Socialist Party, the Socialist Workers’ Party (Britain) and Solidarites (Switzerland).

विलम्ब से किये इस कट्टर वामपंथियों के आहवान के परिणामस्वरूप भी इसमें अच्छी भागीदारी रही जिनमें कुछ प्रमुख वामपंथी धड़े भी उपस्थित थे निम्न प्रमुख थेः-

Three Brazilian components including Democracia Socialista (DS of the PT), the United States (the International Socialist Organization (ISO), and Solidarity, Canada and Quebec (including the Union of Progressive Forces from Quebec); and to the African continent with South Africa and for Niger the Revolutionary Organization for New Democracy (ORDN). We should also note for Europe and Asia the presence of Communist Refoundation (Italy), the Alternatifs (France), Akbayan!! And other Filipino movements, and organizations from the Spanish state, Japan Egypt…

मुम्बई में आयोजित इस वल्र्ड सोशल फोरम के सम्मेलन में 90,000 प्रतिभागी सम्मिलित हुये थे जिनमें 111 देशों के 15,000 अन्तर्राष्ट्रीय प्रतिभागी भी सम्मिलित हुये थे। इसमें अरून्धती राॅय, मेधा पाटकर, जैसे धुर हिन्दुत्व विरोधी लोगों के अतिरिक्त असमा जहाँगीर, समीर अमीन जैसे वामपंथी विचारकों के भी अहम भाषण हुये थे। इनमें अर्जेण्टाइना की मदर्स आॅफ प्लाजा डी मायो की नोरा कोण्टिनास, राधिका कुमारस्वामी आदि के अनेकानेक भाषण उल्लेखनीय रहे थे। सम्मेलन में जनवरी 19, 2004 को हुये अरून्धति राॅय के मुख्य भाषण में उन्होंने भारतीय सेना पर कश्मीर में 80,000 जिनमें अधिकांश मुस्लिम है की हत्या का अतिरंजित लांछन लगाने से लेकर पोटा तक अनेक मुद्दों पर खूब विष वमन किया। गुजरात को लेकर भी उन्होंने गोधरा के बाद वहाँ डेढ़ लाख लोगों के विस्थापन, 2000 मुस्लिमों की हत्या के साथ बड़ी संख्या में सड़कों पर पुलिस की देख-रेख में महिलाओं से बड़े पैमाने पर सामूहिक बलात्कार व बच्चों को जिन्दा जलाने के अतिरंजित आरोपों से खूब तालियाँ व अन्तर्राष्ट्रीय संचार माध्यमों का आकर्षण बटोरा।

भारत में वल्र्ड सोशल फोरम में व्यापक जन भागीदारी जुटाने में हैदराबाद में हुये जनवरी 2-7, 2003 के एशियन सोशल फोरम की भी महत्ती भूमिका थी, जिसमें 22,000 की भागीदारी हुयी। इनमें 42 देशों के 780 संगठनों के 860 विदेशी प्रतिभागी भी पंजीकृत हुये थे। एशियन सोशल फोरम के तत्काल बाद, फरवरी 14-16, 2004 को ‘‘वल्र्ड सोशल फोरम भारत’’ की एक बड़ी बैठक दिल्ली में हुयी, जिसमें वल्र्ड सोशल फोरम की अन्तर्राष्ट्रीय परिषद के इस प्रस्ताव को स्वीकृति दी गयी कि अगला सम्मेलन भारत में आयोजित किया जायेे। वल्र्ड सोशल फोरम-भारत की अगली बैठक तब स्थान निर्धारण हेतु नागपुर में मार्च 21-22, 2004 को हुयी, जिसमें 2004 का वल्र्ड सोशल फोरम मुम्बई में आयोजित करने का निर्णय लिया गया। इस हेतु एक त्रिस्तरीय रचना खड़ी की – (1) इण्डिया जनरल काऊन्सिल, (2) इण्डिया वर्किग कमिटी व (3) इण्डिया आर्गेनाजजिंग कमिटी और साथ ही 8 कार्य दल भी बनाये गये। सभी प्रमुख प्रदेशों के प्रादेशिक व प्रमुख विषयों के लिये विषय वार अनेक यथा, महिला, दलित, मूल निवास, कृषि श्रमिक, युवा सोशल फोरम भी गठित किये गये। अन्तरंग क्षेत्रों में आन्दोलन को सबल बनाने व देश भर में छोटे-बड़े सभी स्थानों से जन भागीदारी जुटाने व व्यापक संगठन रचना खड़ी करने हेतु देश भर में अनेक जत्थों के आयोजन कर, स्वास्थ्य, शिक्षा, जल, मूल निवासी, अल्पसंख्यकवाद आदि पर हजारों छोटी-बड़ी सभाएँ कर भीड़ जुटाने व सिविल सोसाइटी संगठन खड़े करने के पूरे प्रयत्न किये गये थे। पोखरण के परमाणु विस्फोटों की भी खूब निन्दा 2003 के एशियन सोशल फोरम में की गयी थी।

वल्र्ड सोशल फोरम का पाँचवा सम्मेलन 2005 में पोर्टो एलेग्रे (ब्राजील) में 26-31 जनवरी को हुआ। इसमें 1,55,000 प्रतिभागी पंजीकृत हुये। सम्मेलन के अन्त में जिन 19 प्रमुख आन्दोलन प्रमुखों की ओर से संयुक्त घोषणा पत्र जारी हुआ उनमें माक्र्सवादी विचारक समीर अमीन भी एक थे। वल्र्ड सोशल फोरम का छठा बहु केन्द्रीय सम्मेलन 2006 में तीन स्थानों, कारकास-वेनेजुला (जनवरी 2006) बामाको-माली (जनवरी 2006) व कराची-पाकिस्तान (मार्च 2006) में सम्पन्न हुआ। सातवाँ सम्मेलन जनवरी 2007 में केन्या में नैरोबी में हुआ। इसमे 110 देशों के 1400 सिविल सोसाइटी आन्दोलनों एवं 66,000 लोगों ने भाग लिया। आठवाँ सम्मेलन जनवरी 26 के आस पास ग्लोबल काॅल फोर एक्शन के रूप में विश्व के 100 से अधिक देशों के 1000 से अधिक स्थानों पर समानान्तर सम्मेलनों के रूप में हुआ।

नवाँ वल्र्ड सोशल फोरम, जनवरी 27 से फरवरी 1, 2009 को बेलेम (ब्राजील) में हुआ, जहाँ भारत सहित कई देशों में मूल निवासी आन्दोलन के प्रवर्तक 190 समूहों ने भी भाग लिया था। दसवाँ विकेन्द्रित वल्र्ड सोशल फोरम 2010 में 35 राष्ट्रीय, क्षेत्रीय व स्थानीय वल्र्ड सोशल फोरम के रूप में सम्पन्न हुआ। इसमें पोर्टो एलेग्रे में हुयी सेमीनार में, वामपंथ के विस्तार की आगामी 10 वर्ष की वैश्विक रूपरेखा तैयार की जिसमें विश्व के 70 ख्यातनाम विद्वानों के भाषण हुए। अन्य 35 क्षेत्रीय वल्र्ड सोशल फोरम भी अत्यन्त विशाल थे यथा मिचीगन मे डेट्राइट में हुये यू एस सोशल फोरम में 18,000 प्रतिभागी थे। ग्यारहवाँ वल्र्ड सोशल फोरम सेनेगल की राजधानी डाकार में फरवरी 6-11, 2011 को हुआ। इसमें 132 देशों के 75,000 लोगों ने भाग लिया जहाँ 1200 कार्यक्रम सम्पन्न हुये। डाकार में चीन के सत्ताधारी कम्यूनिस्ट पार्टी का प्रचार पाण्डाल भी लगा था, जबकि वल्र्ड सोशल फोरम स्वयं को ‘‘गैर कम्यूनिस्ट वामपंथ’’ कहता है। दूसरी ओर यहाँ यूएस-एड का पाण्डाल भी था जो अन्य बातों के साथ-साथ मिशनरी सिविल सोसाइटी संगठनों को भी बड़ी मात्रा में सहयोग करता है।

वैश्विक नव वामपंथ की रीति-नीति व भारत: इस प्रकार वैश्विक नव वामपंथ आज विश्व के सबसे व्यापक, सर्वाधिक सुग्रथित व समन्वित अन्तर्जाल के रूप में उभर रहा है। जहाँ एक ओर यह इस्लामी जगत मे अत्यन्त सोच-विचार पूर्वक अरब राष्ट्रवाद के आन्दोलन से इस्माली समाजों को अपने साथ गूंथ रहा है तो दूसरी ओर पश्चिमी देशों में निरस्त्रीकरण आन्दोलनों से जन समाजों को जोड़ रहा है। वहीं भारत में भी जल के लिये, बड़े बान्धों से विस्थापित के अधिकारों के लिये, मूल निवासी वाद, अल्प संख्यक वाद महिला सशक्तिकरण, जैसे सैकड़ों मुद्दों पर छोटे-छोटे स्थानीय समाजों को जोड़ कर काम कर रहा है।

भारत में वैश्विक नव वामपंथ के सशक्तिकरण के लिये जान सेम्युअल निम्न त्रिसूत्री रीति-नीति सुझाई है। (इसके अन्तर्गत नीचे दिये बिन्दु क्रमांक (ं) के अनसार ही अरूणा राय, तीस्ता सीतलवाड सहित सिविल सोसाइटी आन्दोलन के अनेक कार्यकत्ताओं ने श्रीमती सोनिया गाँधी की राष्ट्रीय सलाहकार परिषद में अपनी पकड़ बनायी हैं।

जाॅन सेम्युअल के अनुसार यह त्रि सूत्री नीति अग्रानुसार हैः-

The fact of the matter is that India needs a vibrant and broad-based Left movement. This has to happen at three levels
  1. At the level of the Congress Party – as a network party, it is possible to revitalize leftist philosophy in the name of the ideals and ideas of Nehru.
  2. At the level of communist and socialist parties – it is time they rethink their strategies and position themselves as an integrated and broad-based Left alternative.
  3. At the level of civil society initiatives and social movements of a dense net work of NGOs and Popular activist movements have to be generated beyond party and politics.
All these three forces, though in different locations, will have to co-ordinate and work together rather than undermine each other. They have to work to resist the capture of the Indian state by the elite, and against communal fascism, inequality, marginalization and corruption

इस रणनीति के अनुरूप देश में, असंख्य सिविल सोसाइटी संगठन भिन्न-भिन्न कार्यों मे लगे है। ये पुनः समन्वय को दृष्टि से अनेक समूहों के घटक बने हुये हैं। इनके प्रमुख वैश्विक समूहों के लिये देखें परिशिष्ट क्रमांक-2 । इनके प्रत्येक समूह में पुनः शताधिक सिविल सोसाइटी आन्दोलन हैं। ऐसे प्रत्येक आन्दोलन में पुनः शताधिक सिविल सोसाइटी संगठन हैं। उदाहरणार्थ नेशनल एलायंस आॅफ पीपुल्स मूवमेण्ट (छ।च्ड) जिसमें 150 से अधिक सिविल सोसाइटी संगठन हैं, जो बाबरी ढांचे के ध्वस्त होने के समय उभरा व आज भारत के 15 प्रदेशों में कार्यरत है। मेधा पाटकर का नर्मदा बचाओ आन्दोलन भी इसी छ।च्ड का, 150 में से एक घटक संगठन है। उनकी राजनीति को स्पष्ट करने हेतु उनके ( छ।च्ड की) वेब साइट पर दिये उनके एक उद्देश्य को यहाँ उद्धृत कर रहा हूँः-

The focus of NAPM is to develop linkages across the various sections of dalits and other backward castes, minorities, adivasis, unprotected workers, laboring poor, as well as sensitive intellectuals and other professionals. NAPM has gained strength and made significant impact through its allies – the organization of fishworkers, farmers, farm labourers and forest workers, dam affected and development induced displaced, hawkers and construction and domestic workers, and other oppressed women and youth across all classes struggling for annihilation of caste system to various organizations challenging imperial global powers like the WTO, IMF, World Bank and other IFIs; and national, international and global MNCs that cause privatization of services and forced acquisition and exploitation of agricultural lands, rivers, forests, minerals and other natural resources.

भारत में नव वामपंथ की प्रतिष्ठापनार्थ सिविल सोसाइटी का ताजा प्रयोग: भारत में आदर्श सोसाइटी व 2 जी स्पेक्ट्रम घोटाले जैसे प्रकरणों से उपजी जन भावनाओं का उपयोग करते हुये, जन लोकपाल बिल के रूप में आन्दोलन का एक मूत्र्त लक्ष्य रखते हुये और अन्ना जैसे चेहरे का कुशल उपयोग करते हुये राष्ट्रव्यापी आन्दोलन का संचालन किया। आन्दोलन का प्रारम्भिक स्तर राष्ट्रवादी विचार परिवार द्वारा चलाये अनेक विशाल आन्दालनों से अत्यन्त छोटा होने पर भी संचार माध्यमों मे निरन्तर अभूतपूर्व स्थान पर देकर इससे हर आम व खास व्यक्ति को जोड़ दिया। इसके कारण राष्ट्रवादी विचार परिवार के कार्यकत्र्ता भी विद्यार्थी परिषद के ‘यूथ अगेनस्ट करप्शन अभियान’ के स्थान पर सिविल सोसाइटी आन्दोलन के इण्डिया अगेन्स्ट करप्शन, जिसके सूत्रधार सिविल सोसाइटी आन्दोलन ने योजना पूर्वक अन्ना को आगे कर रखा था, को ही बल देते चले गये।
वस्तुतः सिविल सोसाइटी के एक धड़े ने आम आदमी पार्टी बना कर सता पाने के लेटिन अमरीकी प्रयोग को दोहराने का संकेत दे ही दिया है। इस घड़े सहित समग्र पारम्परिक वामपंथी आन्दोलन सहित नव वामपंथी सिविल सोसाइटी आन्दोलन सांस्कृतिक राष्ट्रवाद के विरोध में डटने को संनद्ध प्रतीत होता है। यह वर्ग वैसे भी कट्टरपंथी इस्लामी आन्दोलन व मुस्लिम ब्रदरहुड के अन्तर्राष्ट्रीय आन्दोलन से गठजोड़ किये हुये ही है जिसकी चर्चा आगामी बिन्दु में है।

2.2 अरब नवजागरण का कट्टरपंथी आन्दोलन में रूपान्तरण एवं मुस्लिम ब्रदरहुड की वैश्विक सुन्नी संगठनों पर नियन्त्रण की पहलः
जनवरी 2011 से अरब देशों में सिविल सोसायटी आन्दोलन की पहल पर आरम्भ हुआ लोकतन्त्र समर्थक आन्दोलन जल्दी ही मुस्लिम कट्टरवादी आन्दोलन में बदल गया। मिश्र, ट्यूनिशिया, फिलिस्तीन, मोरक्को आदि में इस्लामी कट्टरपंथी ही अब आन्दोलन में आगे है। मिश्र की संसद में 46 प्रतिशत स्थान मुस्लिम ब्रदरहुड ने जीते है, जो मध्ययुगीन शरीयत कानून व खलीफायत का पक्षधर है। वहीं 27 प्रतिशत स्थान सलाफियों ने जीते है जो मध्ययुगीन जजिया को पुनर्जीवित करने के समर्थक है। मुस्लिम बद्ररहुड के मोहम्मद बादी ने दिसम्बर 29, 2011 के अपने भाषण में स्पष्ट कहा है कि मुस्लिम ब्रदरहुड का लक्ष्य काहिरा में खलीफायत की ऐसी सरकार की स्थापना का है जो पूरे विश्व को निर्देशित व नियंत्रित कर सके। ट्यूनिशिया और मोरक्को में बिना बुर्के के घूमती महिलाओं पर पत्थरों की बरसात और उन्हे सडकों पर हर प्रकार से प्रताडित करना आम बात है और इन सभी देशों में विश्वविद्यालयों को भी सलाफी अपने कब्जे में ले रहे है।

मुस्लिम ब्रदरहुड विश्वभर को खलीफायत के अधीन लाने की अपनी दीर्धकालिक योजना के क्रियान्वयन हेतु अलग-अलग अरब देशों में अलग-अलग नामों यथा फ्रीडम एंड पीस पार्टी, फ्रीडम एंड जस्टिस पार्टी आदि नामों से राजनितिक दलों का गठन कर रहा है और स्वयं को चुनावों से अलग कर पूरे विश्व के सुन्नी संगठनों के सूत्रधार के रूप में अपना पुनर्गठन कर रहा है। भारत में भी सिमी जमात ए इस्लामी आदि कई सुन्नी संगठनों के मुस्लिम ब्रदरहुड से सम्बन्धो के समाचार आने लग गये है। ऐसे इस्लामी अलगाववादी आन्दोलन देश में सांस्कृतिक राष्ट्रवाद के लिये एक प्रमुख चुनौति बन कर उभर सकते हैं। गाजापट्टी में उग्रवादी हमस की सŸाा आने के बाद मुस्लिम ब्रदरहुड की शाखाएं अब सिरिया व जोर्डन में भी अपना वर्चस्व बढ़ा रही है और ट्यूनिशिया में 40 प्रतिशत मतदान मुस्लिम ब्रदरहुड के पक्ष में ही हुआ है। मुस्लिम ब्रदरहुड यूरोप और उŸारी अमेरिका में भी सर्वाधिक प्रभावी मुस्लिम संगठन के रूप में उभर रहा है। भारत, पाकिस्तान, बांग्लादेश व श्रीलंका में जमाते इस्लामी, मुस्लिम ब्रदरहुड की शाखा की तरह ही काम कर रही है। मुस्लिम ब्रदरहुड 2011 के आन्दोलन के बाद बहरीन, सिरिया, जोर्डन, ईरान, ईराक, फिलिस्तान, संयुक्त अरब, कुवैत, यमन, ओमान, अल्जिरिया, सूडान, सोमालिया, ट्यूनिशिया, लिबिया, रूस, अमेरिका, इंग्लैण्ड, इण्डोनेशिया, भारत, पाकिस्तान, बांग्लादेश, श्रीलंका आदि सभी देशों में अपना अन्तर्जाल फैला रहा है। रूस आदि जिन देशो में मुस्लिम ब्रदरहुड पर प्रतिबन्ध है, वहाँ पर वह छदम् रूप से काम कर रहा है। जहाँ अमेरिका ने पूर्व में मुस्लिम ब्रदरहुड के साथ सम्बन्ध विच्छेद कर लिया था, वहीं 2011 के आन्दोलन में इसकी शक्ति बढ़ जाने के साथ पुनः औपचारिक राजनायिक सम्बन्ध स्थापित कर लिये है।

Consortium Approach for University-Industry Collaboration in Research

Education is key to development, as it shapes the economy, technology, civilization and culture of a nation.1 Potential of higher education, in India can be effectively harnessed through university-industry collaborations, to foster job creating industrial and commercial endeavours. India has an enrolment of 3.3 crore students in higher education2, almost equal to the total population of Canada.3 Yet, India lags far behind in creating productiveintellectual property, a crucial variable to nurture job creating industrial and commercial activities, for want of requisite research and innovations into various knowledge based and intellectual property creating subject areas. Therefore, inspite of being endowed with rich resource dividend, in terms of natural wealth and human capital, India has mere 2.9% share in the nominal world GDP on the basis of exchange rate, and just 2.1% 4 share in world manufacturing, whereas we have more than 16% share in the world population.

Poor State of Research
India lags far behind in quality research and intellectual property generation. As is evident from to the data released by the World Intellectual Property Organization (WIPO)4, India has even seen a drop in international patent applications to 1,423 under the Patent Cooperation Treaty in 2015, while the US has 57,385, Japan (44,235), China (29,846) and Korea (14,626), which figure in the top-10 list, and have registered a rise of 20%, 14% and 7%, respectively, from last year. India fared no better in terms of global trademark filings as well, under the Madrid System. It ranked 36th with only 150 trademarks filed in 2015, down from 153 in 2014, when it had seen a more than 70% increase in trademark registrations. It shows a very miserable scene on the front of new product and brand launches by the industry. Against such a paltry figure of 150 filings by Indian industry, the trademark filings of the US (7,340), Germany (6,831), France (4,021), China (2,401), Japan (2,205) are 14 to 48 times. Data from the aforesaid WIPO report reveal that even the IITs, though endeavoring to move ahead on research in nanotechnology over other Indian Universities with over 5,000 scientific papers and 14 patents since 1970, are miles and miles behind China, as the Chinese Academy of Sciences tops with 29,591 publications and 705 patent filings in nanotechnology. The country has a long distance to go in promoting innovation and research. The figure on comparing with China is embarrassingly low for the elite institutes, constituting an icon at home.

University-Industry Collaboration: Alternative Modes
Collaborative research with a consortium approach, inter se the academia, industry and government can prove to be a big game changer for breakthrough research and innovations5 in the
country. A well facilitating eco-system for collaborative researches and innovations across a  wide range of knowledge-based and intellectual property centric subject areas has to be cultivated to kick start development of job creating commercial products and services for absorbing the 1.2 crore youth attaining the age of employment every year (one million per month) in the country.  Collaborative consortia, tripartite as well as bipartite, throughout the innovations’ value chain and transforming such innovations and researches into job creating products and services may be fostered via 4 discrete forms of university-industry collabration modes.

(i) Industry consortiums i.e. Udhyog Sahayata Sangh: Such full fledged consortia may be tripartite comprising industry, relevant university department(s) and the government, or bipartite- comprising university and industry. Industry clusters in different part of country and the university (ies) can form that industry specific consortium.

(ii) Technology Development Cooperative Associations: Such association of the firms of any industry and university (ies) may come together for pursuing target oriented researches for current or future needs.

(iii) Technology Development Cooperative Agreements: A memorandum of understanding or a legal contract may be signed for shared researches with well defined targets.

(iv) University-Industry-Government-Round Table: Such Round tables can proove collabrative research.

(v) University-Industry Round Table: Frequent knowledge sharing round tables or for identifying the mutual expertise, can be organized between industry and university (ies).
The aforesaid modes of university-industry collaborations can go a long way and can even invoke techno nationalistic interventions, crucial for developing homegrown innovative technologies. In US, Europe, Japan, South Korea, Taiwan etc hundreds of industry consortia are active in pre-competitive research, technology development, market research, product development and brand promotions. In US, there are more than 1200 consortia for industries ranging from Photonic, Automobile, Technology, IT, Pharma, Energy, Agrochemicals, Biotechnology and so on. China has single mindedly pursued this path of techno nationalism and has moved towards techno globalism.

The Paradoxes to Take Care
Our share in world shipbuilding is mere 0.1 percent. South Korea, which accounts for less than 5 percent of the geographical area and population of India, and having far less than 70 percent of our GDP, today accounts for 40% of the world-shipbuilding. Needless to say India is the 4th largest steel producer with a large pool of talented manpower, and a 7100 Km coast line can easily capture at least 10% of world shipbuilding, if proper policy, design, R&D and fiscal support is extended by the government. Overall, the South Korea has been spending 4 % of its GDP on R&D while India spends less than 1 percent of its GDP on R&D, inspite of the government’s repeated assertions to raise to 2% of our GDP in the science and technology policy declarations being made since 2003.6 This constraint of poor funding can partly be overcome by promoting university-industry collaborative researches. Our pursuits in promoting quality education in pharmacology and IT have placed in a position to lead in the world. To the contrary, A single policy support to pharma sector extended in 1970 by replacing the provision of product patents with process patents in the Indian Patents Act of 1970 and quality education, India could acquire record 10% share in the world Pharma-Manufacturing by volume. Besides, we have ushered in a new era in the area of pharma education and Research & Development just by virtue of this policy support. Though it is also now bound to erode with our reverting back to product patents since 2005 and our gradual succumbing to Euro-American pressure in the field of IPR.

Collaboration between academia and industry is an increasingly critical component7 for facilitating efficient national innovation systems. It is useful to examine the experience of developed countries to better understand the different types of university-industry collaboration, motivations and barriers to such cooperation, as well as the role of public policy in fostering such linkages. Developing countries and especially India faces even greater barriers to such alliances, calling for a bold initiative to promote university-industry collaborations. Such collaborations between universities and industries are critical for several purposes viz (i) for capacity building and skills development via joint teaching and training, (ii) for the generation of new and fresh knowledge and foster innovations through technology sharing, and (iii) for the promotion of entrepreneurship through incubation for start-ups and spin-offs, and also through R&D Partnerships.8

More Miscellaneous Modes
Besides the aforesaid consortium, approach some other modes to promote university-industry collaboration and cooperation can also be evolved. Such modes may be like: (i) R&D incentives and grants (ii) Performance-based funding of universities and reward systems for researchers (iii) Intellectual property rights regime and technology transfer offices (iv) Science parks, spin-offs, and business incubators (v) Shared Education and training programmes 9
Experiences from across the globe suggest that businesses can structure their relationships with universities in ways that can, surely make them much more valuable.10 Though the idea of “gap between research done in academia and its translation into marketable products, is not new.11 But, successful partnerships are growing. Both academic institutions and companies are making rapid strides to bridge the gap.12 The focus of all such collaborative research endeavors has also to be to invoke techno-nationalistic interventions to take a leap ahead in employment generating industry and commerce.

India can take a quantum leap with techno-nationalist focus in research and innovations, and the first step would be to identify the focus areas for the collaborative researches or coordinated studies, based upon the capabilities in the universities and the industry and the nation. The first step to move ahead in this direction would be needs to break the ice through university-industry round tables to be organized at the location of each of the 400 industry clusters in the country for brainstorming and identifying areas of strength and cooperation. Such round tables would help to pin-point the areas of common interest, relative strengths and scope to collaborate. Industry specific ‘University-Industry’ consortia or technology development cooperative associations and agreements would automatically follow. The Association of Indian Universities (AIU) being the sole umbrella organization of the academician can take initiative and move ahead in this direction to coordinate with the multiple industry bodies like FICCI, ASSOCHAM, CII, PHDCCI, Laghu Udhyog Bharti and also to rope in the Union and state governments.

Demonetisation: A Strong Intervention to Restructure the Economy

Demonetization of high denomination notes of Rs.1, 000 and 500 to curb black money, eliminate counterfeit currency, weed out corruption and uproot terrorism and also to facilitate greater financial inclusion of masses in the country has been well received by all sections of the society. Within a span of 52 days, almost 86%  of the currency held by 1.32 billion population, spread into 4041 towns and 6 lakh villages of the 707 districts of the country has got smoothly deposited in the banks, whereas only 27% of the villages in the country, have a bank branch in a radius of 5 kilometers. The foremost achievement of this bold initiative is the success scored in terminating three decade old Pakistan-sponsored terrorism in Kashmir and five decade old violence of Maoists and Naxalites, spread into several other states. Besides, the hawala network, facilitating transfer of funds for terror outfits as well as for unscrupulous and unaccounted transactions has also come to an end. This would now put an end to a considerable extent, the unaccounted transactions generating black money in the country, since 1950s.

Though, a question is also being often raised that where has the black money gone,  when 97% of the banned currency, amounting  to Rs.15 trillion, out of a total of Rs. 15.5 trillion in circulation have been deposited into the banks. But, it is also an open fact that the black money held by people is never confined to cash alone. Instead, a large majority of people hold their black wealth mostly in kind-as real estate, gold, corporate securities and so on. Besides, people holding any amount of black money in cash, too are also being reported to have generated cash in their books of accounts by invoicing fake sales in back date, in the current financial year. Instances are also legion across the country, using bank accounts of non income tax payees as surrogate accounts to deposit black cash. Otherwise, the quantum of black money in India is not confined to Rs.15 trillion, hitherto which was in circulation as cash, as higher denomination notes. Indians were earlier reported to be holding highest quantum of black money, stashed in the Swiss Banks and other tax havens. As per an erstwhile controversial report of the Swiss Banks’ Association, which was later disowned by the association as well, a figure of USD 1.4 trillion (equal to Rs.94 trillions at today’s exchange rate) out of total USD 2.2 trillion stashed in Swiss banks alone was attributed to Indians. Had it been so, the additional money stashed in other tax havens and within India could not therefore, be less than Rs. 50 trillion. Huge sums of money have also been reported to have been brought as export income via round tripping the black money, since FY 2011. But, now even after completion of two rounds of income disclosure scheme in 2015 and 2016, the amount disclosed as unaccounted income is hardly to touch Rs. 80,000 crores, against a belief for Rs. 150 trillion. On the other hand, USD 80 billion, equivalent of Rs 5.6 trillion and USD 379 billion, equivalent of INR 25.4 trillion respectively have come to surface in Argentina and Indonesia, under their respective income disclosure schemes, though both had attracted much lower tax and penalty rates. The income disclosure scheme of 2015 was meant for disclosing the black money stashed abroad, at a tax liability of 60% with penalty, wherein mere Rs. 4174 crore i.e. little more than half a billion USD were declared. In the second phase of 2016, money stashed within India was to be disclosed at a tax rate with penalty of 45% and a paltry sum of Rs.65, 250 crore, hardly touching an equivalent of USD 10 billion was declared. All these declarations made so far are less than 15% of the declarations made in Argentina and less that 3% of the declarations made in Indonesia, concurrently. While the Indian economy is 4 times larger than Argentina and 2.5 times larger than Indonesia. So the black money of Indians cannot be so less. Through, as a result of search and seizures, a sum of Rs. 87,300 crores was also unearthed additionally. But, after adding this amount as well, the total black money unearthed does not exceed over Rs. 1.7 trillion equal to mere USD 25 billion. This figure is less that 2% of what was being alleged to be with Indians in the Swiss banks alone. In case of Indonesia, around $ 140 billion out of a total declaration of $ 379 billion was declared as the wealth stashed abroad and it has come back. Seventy percent of it was stashed in Singapore followed by Cameron Islands and Hongkong.
Though the black money holders in India might be holding a large part of their unaccounted wealth in the form of real estate,gold coorparate securities and benami properties, which they may have also adjusted clandestinely. But, everyone understands well that in the ensuing era of less-cash, generation of black money would become altogether difficult, because the black money can be generated only through cash transactions. Moreover, after the advent of Goods and Service Tax (GST), in the coming financial year, unaccounted transactions might turn to be a story of the past. The footprints of most of the unaccounted transactions would invariably become visible sooner or later in downstream or front end value chain of the tax evader after the advent of GST.

The pace of shifting to non-cash or digital transactions is also very rapid in the country, after the demonetization drive. The BHIM app (Bharat Interface for Money) launched by the Prime Minister Narendra Modi has been downloaded by 10 million people, within a span of ten days. Other cashless-transaction options like internet banking, bank debit / credit card, USSD, PAALVP, mobile wallet, bank prepaid card, point of sales mobile banking, micro ATM, kinds or modes of payments are gaining fast popularity. So, black money generation would be much difficult now in the new era dominated by digital and online transactions. Moreover, the velocity of money in this emerging less-cash era may become more swift to add more value to GDP through faster turnovers. So, demonetization may usher the country in an era of more rapid transactions for bigger turnovers and greater prosperity.

Capping of Insurers’ Liability: Irrational and Unwarranted

The Proposed Motor Vehicles (Amendment) Bill, 2016, introduced in the Lok Sabha on August 9, 2016 to shield insurance companies by capping their liability to compensate holders of vehicle insurance policies in the country would render millions of registered owners of vehicles, vulnerable, and would ultimately subjecting them to random, blind and unlimited risk, in case of a road mishap. Exposing the millions of third party motor insurance policy holders contributing Rs. 21,242 Crores as premium, with an express intent to protect the fortunes of the 27 general insurance companies of the country through a statute is beyond any tenable rationale. Vehicle owners in the country, numbering 21 crore, inspite of having an insurance policy, will now run the risk of paying accident claims out of their pockets in cases, wherever the damages would exceed over and Rs. 5 Lacs in cases of grievous injuries and Rs. 10 Lacs in cases of death, if this proposed amendment is passed. This ill-intented law, unilaterally favoring insurance companies, mostly foreign, against millions of poor policy-holders would foil the sole purpose of vehicle insurance. The basic aim of insurance is to defray individual risk collectively over a vast group of premium contributors, especially when the risk apprehended is likely to be beyond all the means of individuals. It is beyond imagination any saner person that a small taxi or lorry owner dwelling in a slum-hut, or a middle or lower middle class car owner would be able to meet the damages out of his pocket, if they exceed over the stipulated cap of Rs. 5-10 lacs. Thesze damages may go to 20 lac, 50 lac, 1 Crore or even more in some cases. Even, for any middle income group policy holder, who may even be owning a small house or apartment and some assets, it would be difficult to pay damages by liquidating all his/her assets. A policy holder buys an insurance policy solely to safeguard himself and his family from being ruined out of wageries of any fatal accident, if it ever happens and any liability to a third party arises against him/her. The sole purpose of insurance is to mitigate the risk, which is beyond individual’s capability. Indeed, when this proposed law would limit the liability of insurer, who his making fortunes out of insurance business, and subject the policy holder to unlimited risks, would create chaos after every fatal accident, numbering 5 lacs per annum. Even a billionaire would not hesitate to hire a bully to frieghten the third party victim and to compromise by deflating his/her claim within Rs. 5-10 limit or else face illegitimate harassment. A new mafia segment may emerge for forced mediation through bullying for deflating insurance claims after accident.

Besides, exposing 21 Crore registered vehicle owners to a such random, blind and  unlimited risk, to pay damages, themselves over and above Rs. 5-10 lac inspite of their buying an insurance cover, just to guarantee higher profits to 27 general insurance companies, of which 21 are private and mostly with foreign equity, in the aftermath of opening Foreign Direct Investment (FDI) in insurance creates a doubt that the foreign players are now employing the State to arbiter in their favour, against millions of poor unorganized policy holders. For years since 1956, the public sector insurers were doing it (third party vehicle insurance) at much lower premiums. Cross subsidisation from one product to the other has been a standard practices and is the need of hour for social and economic justice. All the public sector general insurance companies had been in overall profits even after such cross subsidisation inter se different products, especially when the  claims to premium ratio was above 200 percent. Indeed, in cases where the claims to premium ratio is high and the claims exceed over the premium collection, it is not the company which has to bear it. The companies normally go for reinsurance, and the reinsurance companies pay such excess damages. They also do reinsurance for a vast number of companies and make overall profits. So, there appears no necessity  for the government to worry, just to marginally reduce the reinsurance premium of insurers. 

It is true that the premium collection in 2015-16 from third party motor insurance was only Rs. 21,242 crores and the companies have been saying that the claims to premium ratio is now 140%. Though this ratio is much lower than earlier, yet, the overall premium collection in general insurance is Rs. 96,394 crores, which helps them to have enough cushion to pay reinsurance premium to get excess liabilities reimbursed. Thus, this deficit of theirs is also being defrayed via reinsurance, and not a direct liability over the general insurance companies. So, it is matter of some what higher outgo of reinsurance premium only. Therefore, in case of payment of full damages too, the insurance companies are not required to bear the entire burden of excess damages over premium collection, as it is being reimbursed by reinsurers. But, it would be highly nightmarish for hundreds of thousands of vehicle owners who shall have to bear the damages over this limit of Rs. 5 or 10 lacs and all such families would be ruined, if the damages to be paid to the victims or heir of victims in case of accident exhorbitantly exceed the limits. In all such hundreds of thousand cases the vehicle owner at times may not be able to pay the damages over this cap being proposed even after selling all his/her family assets, including the house or hutment owned by him/her, if any. No single company is going to incurr losses turn bankrupt, even without any such cap, but hundreds of thousand of middle and lower middle class families would be rendered bankrupt after enactment of these limits who might be required to pay claims above the caps. Moreover, in majority of road accidents the claims are much less than the caps being proposed. In India 5 Lac road accidents are being reported every year in which 1.5 lac people lose their lives. The focus of the government should be to curb road accidents through improved traffic monitoring and other means, emulating other countries instead of exposing poor policy holding individuals and families to unlimited risks, which might totally ruin hundreds of thousand of such families, aimed just to help the insurance companies save some pettys sums on reinsurance.

Moreover, looking towards the poor ratio of claims to premium in motor insurance segment the Insurance Regulatory and Development Authority (IRDA) has already hiked the vehicle insurance premiums by 25 to 40% for 2016-17. For small cars the third party motor insurance premium is raised by 40% from Rs. 1468 to Rs. 2055 and for SUVs and luxury cars, it has been raised only by 25% from Rs. 4931 to Rs. 6164. Likewise, for other vehicles as well, the professionally competent statutory regulatory authority, the IRDA has raised the premiums in line with the risk and liability involved. Therefore, no where is the need for the government to cap the liabilities of the insurance  companies, exposing 21 Crore odd vehicle owners in the country to random, blind and unlimited risks. Why the government is bent upon to help the 21 private general insurance companies to add few crores into their profits and, enabling them to save these few crores of Rupees, being spent upon reinsurance. If insurer is not required to compensate the true loss, what does insurance mean?

The basic and universal doctrine of insurance or the idea behind insurance is to secure the policy holder, unable to foot a hefty bill of damages, if something untoward happens. If the victim or the legal heirs of a victim of road accident are entitled for claim of Rs. 20 or 50 Lacs or even more say Rs. 1 crore, then after capping of liability through this proposed amendment, the insurance company would be liable to pay only up to Rs. 5 Lac in cases of greievous injury and up to Rs. 10 Lacs in cases of death. The balance damages shall have to be borne by the vehicle owners out of the 21 Crores vehicle owners, majority being very poor, would not be able to bear this hefty damage, even arfter liquidating all their family assets. Where is the need for the government to arbiter in favor of wealthy foreign companies against 21 crore, mostly poor, vehicle owners of the country, arbitrarily and against all the well established doctrines of insurance.

It is more than strange that the proposed amendment also mandates that central governemnt would prescribe a base premium and the liability of an insurer in relation to such premium for a motor insurance policy, in consultation with the IRDA. Today, when the IRDA, an expert body has been taking care of premium determination and has been duly revising of every year to take care of insurers’ interests where is the need to arbiter in favor of there companies?  Prior to the entry of foreign players the claims to premium ratio of public sector companies was above 200%. Yet, they all were afloat via reinsurance. It has now come down to 140% in 2015-16 and would further dip below 110% after this year’s premium revision, for 2016-17. Situation can be further improved in favor of the insurance companies, merely by a further marginal increase in premium.
